Problem Statement
A field engineer needs quick climate-resilience guidance from inside a tent or site shed without a laptop. Using the built-in camera, GPS, compass, barometer, and ARCore, the engineer asks "Will this platform flood?" or "Can this temporary shelter stand?" and the phone uses GPS to look up climate and flood data for that exact location (Copernicus / OpenFlood / FEMA / NOAA style sources), runs a parametric check, and shows a 3D/2D section with a pass/fail card. No external sensors or 3D printer needed β shelters are assembled from folded paper/cardboard with phone-photographed verification.

Solution Requirements
GPS β climate + flood lookup
Fused Location fetches position and queries flood-depth and heat data via API (or a pre-bundled tile SQLite of 150 test locations), showing the 100-year flood depth at the exact lat/lon.
Flood / heat / quake generator
Given building dimensions, story-count, and location type, render a parametric section (SVG/Canvas) for two of: elevated plinth (600mm clearance), amphibious foundation, breakaway wall, insulation/SHGC for heat, or shear-wall count for quake. Tapping "Redesign" recalculates instantly.
On-phone simplified structural check
Using a small structural model or pre-built JSON stiffness matrix on the phone, compute base shear and drift for a given wind/seismic load (from the climate API or bundled seismic code values) and display pass/fail/warning against limit values.
Cost / resilience Pareto chart
Show three alternative designs on a bar graph (MPAndroidChart or Victory in WebView); tapping "cheapest passing" makes it the active design.
Rapid shelter configurator
Enter number of displaced people + climate zone β compute shelter units (e.g. 2Γ2.5Γ2.2m cardboard units) and print a paper-fold cut-out plan as an SVG-to-PdfDocument export that the worker traces or prints.
ARCore / camera verification of the real shelter
Lay the phone on a table with the printed plan; ARCore AugmentedImage (or a reference-vs-as-built overlay) checks whether the real 3Γ3 module matches the design; the tilt sensor confirms a plumb corner.
Report export with GPS + timestamp
A PDF export includes location, flood reading, design selected, structural result, and a shelter-layout photo.

Expected Solution / Outcomes
- At a real lat/lon, the app shows "flood 2.1m; raise plinth 0.6m."
- Tapping "30mm shear wall" produces a new configuration instantly.
- A cardboard shelter built on a table is scanned by the phone and passes/fails.
- The PDF report opens on the phone.

A novel fusion of phone sensors (e.g. IMU + camera + barometer = scaffold-instability detector) is rewarded over simple API-calling. Re-skinning an existing SaaS scores low.

"Multi-hazard phone stress test": show flood + heat + seismic resilience for the same design as one "Resilience Score" badge, or a barometer-trend + GPS-altitude "flood risk rising within 24h" forecast.
